Fair Market Rent is HUD's estimate of the 40th-percentile gross rent for a modest, recently rented unit in an area — the rent at which 40% of units go for less. It resets every October 1 and is the yardstick for Housing Choice (Section 8) vouchers and several state programs (LIHTC rent limits use HUD's separate MTSP income limits). Why the ZIP number differs from the county's
HUD publishes ZIP-level Small Area FMRs, but publication alone does not mean your housing authority uses them. The applicable benchmark depends on HUD designation, your housing authority's adoption and any applicable exception policy; otherwise the metropolitan or nonmetropolitan county FMR generally applies. The housing authority sets its payment standard, normally between 90% and 110% of the benchmark (exceptions exist), and your share of rent depends on that standard and your income, not the FMR itself.
